To plan, direct & control the finance & accounting activities for Central Singapore CDC. This includes implementation of financial policies, maintenance of records and financial reports, in the areas of performance accounting, cash management, internal control systems, financial planning and management reporting for the council. To ensure compliance to Corporate Governances in line with the Government/ PA/CDC policy and guidelines, i.e. Government Instruction Manual (IM), CDC Rules and PA Staff Manual etc.
To manage and oversee corporate services functions within Central Singapore CDC, including procurement, human resources, office administration, data and record management, dashboard reporting and analysis of participation and engagement of stakeholders, and operations matters ranging from general administration, estate maintenance, purchasing, inventory administration, IT coordination etc.
FINANCE
- Direct the implementation of accounting systems, procedures and internal controls in CS CDC to accurately record and summarize financial transactions.
- Ensures timely preparation of financial statements and management reports which accurately reflect CS CDC's assets and liabilities. This includes working with the teams on expenditure and donation projected forecast and preparing variance analysis for management reporting.
- To monitor all grants allocation to stakeholders and also grants received by CDC. This is to ensure that it meets the new Grant IM requirements.
- Co-ordinate the preparation and review of the overall cash flow budget of CS CDC based on individual cash flow budgets for projects submitted by the SCDOs. Highlight to the General Manager, CS CDC on any significant variance for projects.
- Supervise the budgetary requirements and expenditure controls of CS CDC to ensure optimum utilization of fund.
- To coordinate and submit progress reports on CDC's budget utilization and financial status to Central Singapore CDC's Council.
- Collate & furnish People's Association upon request, with CS CDC's financial data for budgetary/statistical purposes.
CORPORATE SERVICES
- Oversee the various portfolios under Corporate Services, including:
Procurement (Procurement Champion)
- Oversee procurement matters for CDC programmes.
- Work closely with staff and PAHQ Administration & Procurement Division on procurement and audit matters.
- Identify and coordinate procurement-related training programmes for staff.
- Ensure and implement best practices in procurement procedures.
- Coordinate and educate staff, through regular engagement platform such as staff meeting, on admin and procurement best practices and lapses.
Human Resource and Staff Administration
- Oversee staff recruitment, induction and exit procedures.
- Ensure proper management of staff personal data and staff related admin duties.
- Plan and review training matters i.e. Specialised Training Roadmap.
- Build and inculcate a positive workplace culture through staff bonding activities.
Data and Record Management (Data Protection Officer)
- Review and implement data management processes, procedures and guidelines and make recommendations for improvement.
- Manage and analyze CDC level data for timely and accurate submission.
- Review and implement records management processes, procedures and principles / guidelines concerning data management and data security.
- Collect, consolidate, and organize the record for e-filing and e-registry purposes.
- Manage and dispose hard copy records in accordance to the guidelines and CDC standard operating procedures.
Office and IT Administration (IT Coordinator)
- Oversee the office administration including managing contracts, facilities maintenance, resource management and housekeeping.
- Facilitate and coordinate the IT requirements needs of the CDC.
- Main point of contact to disseminate information and assist ICT personnel in IT requirements in Central Singapore CDC.
