As the Information Technology Division moves to the next chapter in the Transformation and Digitalisation of the Heritage sector, you will be part of a dynamic team of talented product owners entrusted with a critical role to lead the development & management of high-quality digital products & services to meet demanding business requirement in this fast-changing digital world. This will include following through the end-to-end product cycle from conceptualisation, planning to execution stage, including undertaking the requisite transformational and change management efforts to ensure a successful implementation. You will also lead the overall end-to-end procurement process from pre-tender to award stage.

Responsibilities

  • You will lead the Data Services team to develop and manage high-quality digital products and services for the Heritage sector's technology transformation and digitalization effort. This includes overseeing the development and management of digital asset, collections, and artifact management ecosystem to enhance visitor experience.
  • Manage a team of product owners and support specialists, ensuring timely deliverables and adherence to best practices, standards, and processes. This involves spending 60-80% of time in product design and application development, and 20-40% in people management and coaching to empower the team to accomplish assigned deliverables on time and target.
  • Oversee the full software development and delivery life cycle, working closely with local and overseas vendors. This includes establishing contextual breadth and depth in the assigned portfolio of products and managing stakeholders expectations, as well as collaborating with industry partners and vendors on digitalization projects.
  • Establish and manage the full end-to-end DevOps CI/CD pipeline for each product, ensuring timely delivery of enhancements, change requests, and bug fixes. Additionally, work with NHB's technology leadership to optimize its engineering culture and help attract and retain top talent.
  • Act as the technology customer point of contact, managing change, issue resolution, and escalations, while guiding the team to meet overall business outcomes and KPIs.

Qualifications

  • Preferably 5-8 years of relevant experience in managing enterprise large-scale technology products, with a strong focus on the Adobe ecosystem. This includes a proven track record of successful project management and delivery within this domain.
  • In-depth knowledge of Waterfall/PRINCE2 with Agile/Scrum methodology within the full Software Development Life Cycle process. The ideal candidate should have demonstrated experience in effectively implementing these methodologies to drive successful project outcomes.
  • Extensive experience and understanding in deploying and managing digital products on the Government Commercial Cloud (GCC 2.0) in Amazon Managed Services (AWS), along with a comprehensive understanding of regulatory compliance with Government ICT Policy. The candidate should have a strong grasp of GovTech SG Tech Stack and its practical application in large-scale technology projects.
  • Possession of Product Management related certifications such as Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), or Certified ScrumMaster (CSM). These certifications should be coupled with a demonstrated ability to apply agile product management principles effectively in a real-world setting.
  • Understanding and experience in building and delivering similar artifact/asset/collection management, with a proven track record in the implementation and maintenance of Ecommerce, Express Logistics, Amazon Prime Warehousing & Distribution related digital product & services for the storage and management of high value/sensitive goods would be a significant advantage. The ideal candidate should be able to showcase tangible achievements in this area.
  • Strong analytical, conceptualization, and problem-solving skills, demonstrated through successful project outcomes and the ability to navigate complex technological and business challenges effectively.
  • Motivated by innovation to achieve business goals and customer satisfaction, with a proven ability to drive innovation within a technology team and align it with broader business objectives.
  • Excellent communication and stakeholder management skills, with a track record of effectively communicating technical considerations to non-technical audiences and managing stakeholder expectations in a dynamic and fast-paced environment.
