Our BPLRT LTSS Project is looking for a Project Procurement Manager that will take over responsibility of all sourcing activities related to Spares and Overhaul programmes for our fleet of APM trains and Wayside systems in operation in Singapore
Purpose of the role
Ensure throughout the entire project the adequate material availability at site for Preventive/Corrective Spares and Overhaul Parts, in line with budget given
Key responsibilities:
Define and implement the Project Procurement Strategy
- At project start, agree and setup adequate Procurement Strategies for each subsystem of the train, with support of Project Management and Subsystem Maintenance Engineers
- Align with Global Commodity Management to ensure compliance to Global Initiatives and Supplier Panel
- Ensure the Project Procurement strategy is shared and agreed within the Project team
- In collaboration with Legal Department, build and publish the specific legal requirements to be applied for the project (i.e. Project Specific agreement, Request For Quotation (RFQ) letter, ), ensure good use and application by stakeholders (at Business Awards, contract validation, deviation validation, )
Coordinate, consolidate and secure Sourcing activities, performance & efficiency on whole project
- Negotiate with Suppliers long term pricing and services agreements and create Frame Purchase covering critical Terms and Conditions, with support of Legal and Contract Team
- Setup Frame agreements and pricing in SAP as per signed agreements with suppliers to allow Supply Chain to issue orders as per demand
- Create KPIs to track Sourcing progress and Material availablity at the Depot
- Review regularly the material stock and demand together with Material PLanning team to see wether Procurement strategies need to be adapted to reflect actual material consumption (eg safety stock levels, re-ordering thresholds, order quantities)
- Coordinate with other Services Projects in the region to assess volume bundling opportunities
- Regulary review and re-negotiate Spare pricing with suppliers
Master the Material Work Package: costs, risks and ambition
- Build the respective Sub-Systems Material Estimate at Completion reporting on a monthly basis and identify and track any risk or saving activities related to Material Spent
- Co-Validates with Sub-System Manager each gap vs Financial Project Review n° 0 (FPR0) (deviation sheet & bridge approval process)
Main Required competencies
Mandatory:
MASTER or BACHELOR in purchasing or equivalent (engineering, project management)
Interest in technical field
5 years of experience (Project, Sourcing, Engineering, Quality)
familiar with SAP and advanced excel
Ability to work in a matrix environment
Communication skills & Team spirit
