Branch Manager - Premise and Facilities Management (PFM) Branch
Job Purpose
The candidate shall be responsible for the management, planning and supervision of preventive maintenance and daily operational works for multiple sites Thomson East Coast Line (TEL). He/She will lead a team of Section Managers, Engineers, Engineering Maintenance Managers (EMM) Associate Engineers (AE).
He / She will Lead the Premise and Facilities Management (PFM) branch in STEL, by devising proactive measures to improve maintenance standards and efficiency while ensuring full compliance to regulatory requirements.
Responsibilities
Provide leadership, management and to oversee teams maintenance activities for Civil and Structure elements in STELs premises
To ensure smooth running of ground operations and required scope is diligently carried out in accordance to contractual obligations.
To ensure that the monthly Key Performance Indicators (KPI) stipulated by the Authority are achieved
Possess collaborative mindset and is able to integrate internal and external resources effectively
Able to motivate, coach and develop team members towards a high performing service delivery
To implement and establish Standard Operating Procedure (SOP) and Work Instructions (WI) for site staff
To provide, control and monitor Operational Expenditure (OPEX) and Capital Expenditure (CAPEX) for the branch
Ensure BUs financial performance and goals are met
To oversee trade teams and manage vendors/outsourced service providers to ensure operational obligations are delivered in accordance to contractual KPIs
Qualifications & Work Experience
Degree in Engineering or relevant discipline from a recognized university with at least 5 years experience in an engineering managerial position
Technical skills and knowledge in building/infrastructure maintenance, including building custodian maintenance
Advise and evaluate the technical specifications to ensure sound engineering approach and / or technologies are exploited at reasonable cost
Experience in managing multiple vendors including hard and soft skills to deliver services on time and within budget
Skills and Competencies
Hands on leadership career experience in managing multiple functions in an Operations and Maintenance (O&M) environment
Ability to work independently and as a team
Ability to interact effectively with external stakeholders and across all levels within the organisation
Excellent written and communication skills
