The Corporate Policies and Services (CPS) Division undertakes a range of responsibilities in innovation, Strategic Planning, and Partnerships, and collaborates with R&D divisions in the areas of Finance, Estate Management, and Procurement to meet DSOs strategic and business needs.
The Estates Management Cluster champions end-to end management of DSO corporate real estate. This ranges from real estate front-end planning (space planning) to construction management to integrated facilities mgt (including Additions & Alterations) to retirement of assets. To be in line with the national efforts towards sustainability, DSO has also doubled up its efforts to meet this intent when managing DSO real estate portfolio.

Building Manager
In this role, you will:
Be responsible for spearheading Estates & Building Infrastructure (EBI) built environment
Collaborate with DSO stakeholders to understand space demands and A&A requirements to plan the budget required for the works and subsequently execute the works
Develop Integrated Facility Management (IFM) contract strategies for Managements consideration
Be involved in BI Governance & Compliance such as masterplanning, sourcing, construction, operations & support (including Rejuvenation) and retirement of assets
Be involved in IFM Contracts, OEM Term Contracts Management & Administration
Be involved in PO issuance to Verifications to Goods Acceptance, Service Verifications to Payment Process
Be involved in BI Systems & Life Cycle Management such as developing a Logistic Support Management Plan (LSMP) for critical systems
Collaborate with Government technical agencies and vendors to keep up with the changes and new technologies.
Be involved in IFM & Supply Chain Management (Operations & Support) such as Procurement Approaches, Configuration Management, Contract Management & Enforcement, Budget Planning & Execution
Requirements
Degree in Real Estate/ Building & Infrastructure and/or Construction/Facilities Management
More than 10 years of experience in the domain of Real Estate (i.e. having the relevant skills and competencies in the management of end to end BI system management)
Able to converse and write proficiently
Able to work independently with minimal or no supervision and in a team
Able to multi-task under given timelines
Strong communication skills to collaborate and communicate effectively with cross teams within the organisation
Proficient in MS Office Application (Word, Excel, PowerPoint etc)
In depth knowledge on built environment policies, regulatory requirements, systems and processes
Good understanding of BI ecosystem, BI statutory requirements and Singapore Standards (Code of Practice) for application during project and O&S phases
In depth understanding of concepts of systems life cycle, systems approach and structured systems engineering process
In depth knowledge on BI Comprehensive Maintenance Regime (Preventive & Corrective Regime), Contract Mgt & Enforcement, Vendors Performance Evaluation
Project Management experience on BI projects with good understanding on Procurement policies and processes, Risk identification, ownership, Risk Management, Risk Mitigation & Intervention, Stakeholder Management, etc
