Vice President Research (VPR) office is responsible for driving and defining the NTU research strategy liaising with and implementing ministry's guidelines relevant to research liaising with administrative units to develop, coordinate, and execute research policies and ensuring resources are available to deliver NTU's research plans.
As a Deputy Director/Director, this role will work with senior research leadership and involve in providing strategic leadership and operational support in all research matters in the VPR office.. He/she will be responsible for formulation, implementation and regular review of research policies and procedures. This also includes assessment of the University's overall performance in research initiatives/progammes to provide assurance that it is implemented within University and funding guidelines.
Responsibilities:
- Provide strategic and operational leadership of VPR Office and drive change management
- Develop, review and implement policies frameworks, and guidelines that guide research activity across NTU. Work synergistically with stakeholders to coordinate the formulation and development of policy and procedural papers in relation to the implementation of new initiatives and/or revision of existing policies/guidelines
- Standardise research related policies across NTU, ensuring governance and proper implementation in all schools, colleges and pan-university research centres
- Collaborate with the various stakeholders such as Research Support Office, Research Integrity & Ethics Office, Talent Recruitment and Career Support Office to review processes/initiate new programs to drive RIE and NTU objectives which includes to lead, integrate and synergise various administrative, operational and system upgrade matters across different stakeholders
- Engage with various stakeholders including senior research leadership of the school and corporate labs, Human Resources, Finance, Procurement, IT, etc., to align, bridge and improve processes
- Oversee the Committee on Space Planning and Allocation and ensure that University space are effectively and efficiently utilised and in consistent with prevailing laws and university policy
- Develop Standard Operating Procedures that are in alignment with the NTU's policies and procedures and ensure sound corporate governance and compliance
- Proactively develop, review and drive improvements in the research's structure/system/process and work to enhance organisation's effectiveness
- Leverage on analytics to assess the effectiveness of research strategies and initiatives, enabling continuous improvement
- Evaluate historical data on research outcomes and funding effectiveness to optimize resource allocation
- Implement data-driven reporting systems to streamline compliance monitoring and reporting
- Develop and manage annual budgets for the organization and performs periodic cost and productivity analyses.
Requirements:
- A minimum of a Master's degree, preferably PhD degree with R&D background
- Proven experience in a similar capacity with demonstrated competency in leadership, strategic planning, decision-making and stakeholder relationship
- Prior work experience in institutes of higher learning or in managing research sponsored programs will be advantageous
- Proficient in statistical methods and techniques for analyzing data
- Proficient in data visualization tools such as Power BI and ability to create clear, compelling visualization to communicate insights
- Requires comprehensive understanding of the education landscape
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
- Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments
