Deputy Engineering Maintenance Manager (SIG&PSD), Field Service
Job Purpose
Assist Engineering Maintenance Manager (EMM) to manage a Signalling & PSD Maintenance Unit and responsible for
performing Maintenance (PM), Corrective Management (CM), Overhaul (OH) and Improvement Maintenance (IM)
activities, in accordance with quality and safety standards, to achieve Signal Key Performance Index (KPI).
Responsibilities
Assist EMM to supervise functions of shift groups ensuring that PM, CM, OH and IM works are executed safely in
accordance to established standard procedures / requirements.
Assist EMM to lead team of Assistant Engineers and Technical Officers in performing tasks in compliance with relevant
procedures and instructions contained in quality procedures, work instructions (WI), standing instructions, any relevant
change instructions disseminated, and OEM Maintenance Manuals.
Assist EMM to plan the training and development of staff to be competent and proficient in their respective areas of
work, and prepare them for career advancement through IDP programme.
Carry out the role as Master/Adjunct line trainer to train staff.
Assist EMM to check and close work orders of work performed by staff.
Complete the necessary reports required of Deputy EMM as assigned by EMM.
Assist EMM to ensure scheduled PM plan and CM are performed timely.
Assist EMM to ensure staff perform the committed obligations of SIG&PSD Branch.
Assist EMM to plan and review manpower and material resources to meet the requirements of PM and CM works as
defined in WI and OEM Maintenance Manuals
Assist EMM to ensure staff comply with and exercise safety at all times in accordance with all safety procedures.
Assist EMM to monitor, review and follow-up where appropriate, on SIG&PSD system and equipment performance
under his/her charge.
Assist EMM to perform periodic risk assessment of SIG&PSD maintenance works and implement mitigations.
Assist EMM to perform failure trend analysis, evaluate failures and implement mitigations.
Assist EMM to review and approve PTW application for access to SIG&PSDs custodian rooms.
Assist EMM to establish and control the management of spares, tools, and test equipment and ensure spares control
are effectively implemented.
Assist EMM to align staff with company Vision, Mission & Core Values through regular communications & sharing
sessions.
Assist EMM to perform staff counselling as necessary and conduct staff appraisal sessions.
Represent SIG&PSD Branch in meetings/presentations involving inter-functional groups & external parties.
Qualifications
Degree in Engineering (Electrical Engineering, Electronic Engineering, Engineering Science, Industrial & Systems
Engineering, Mechanical Engineering, Computer Engineering, or equivalent) with minimum 2 years relevant working
experience, OR
Minimum 5 years experience as Assistant Engineer or equivalent in related field with Diploma in Engineering (see above)
Experience
Candidate with working experience or related qualifications in railway transportation industry would be advantageous.
Candidate with working experience in supervisory role would be advantageous.
