We are looking for a self-driven and experienced DGM, Procurement for one of our shipping clients. The incumbent will be responsible for overseeing and optimizing procurement processes and will play a critical role in ensuring the optimum and cost-effective acquisition of goods and services essential for the operation of the company's fleet. He/She will manage and further develop initiatives to deliver added value and innovation, contributing towards the company's targets.
The ideal candidate should have a bachelor's degree in business administration, Supply Chain Management, or a related field. He/She should also have a proven track record with at least 10 relevant years of experience in procurement or supply chain management roles.
Key Responsibilities:
Strategic Procurement Planning
. Develop and implement comprehensive strategies for marine procurement, including stores and vessel spares, ensuring alignment with company goals and objectives.
. Oversee the acquisition of marine-related goods and services, such as ship spare parts, equipment, provisions, and other operational needs.
. Manage the end-to-end procurement process, from sourcing and vendor selection (multiple quotes) to negotiations, ensuring cost-effectiveness and timely delivery.
Supplier Management and Relations
. Identify, evaluate, and establish relationships with key suppliers and service providers in the marine industry.
. Negotiate favorable terms, pricing, and contracts with suppliers, ensuring compliance with organizational policies and regulations.
. Monitor supplier performance and maintain a database of qualified vendors, focusing on quality, delivery timelines, and cost control.
Contract Oversight and Administration
. Oversee the drafting, negotiation, and management of contracts related to marine procurement, including shipbuilding, maintenance, dry-docking, and repair services.
. Ensure all contracts comply with local and international maritime regulations and company policies.
. Resolve contract disputes and manage risk by ensuring legal and regulatory compliance throughout the contract lifecycle.
Financial Management and Cost Control
. Monitor and manage the procurement budget for marine operations, ensuring cost control and effective use of resources.
. Develop cost-saving initiatives and negotiate better terms with vendors to reduce operational expenses.
. Prepare regular reports on procurement activities, budget adherence, and cost-saving measures for senior management.
. Apply effective inventory management onboard ships for cost control.
Cross-Functional Collaboration
. Collaborate with other departments, such as finance, operations, legal, and technical teams, to ensure alignment on procurement needs and contract terms.
. Work closely with technical teams to ensure procured goods and services meet technical specifications and quality standards.
. Maintain strong relationships with external stakeholders, including classification societies, regulatory bodies, and port authorities.
Compliance and Risk Mitigation
. Ensure compliance with international maritime regulations, local laws, and company policies in all procurement and contract activities.
. Identify and mitigate risks related to procurement and supplier relationships, including quality risks, delivery delays, and compliance issues.
. Ensure all procurement activities adhere to environmental, safety, and sustainability standards relevant to marine operations.
Leadership and Team Development
. Lead and mentor the marine procurement and contracts team, ensuring team members are equipped with the necessary skills and knowledge.
. Set performance goals for the procurement team and monitor progress toward achieving those goals.
. Foster a culture of continuous improvement and innovation within the procurement department.
. Market Intelligence and Trends
. Stay updated on market trends, new products, and technological advancements in the marine industry that could impact procurement strategies.
. Conduct regular market analysis to identify new opportunities, alternative suppliers, and costsaving initiatives.
Qualifications:
. Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
. Proven experience (8-10 years) in procurement or supply chain management roles, preferably strong knowledge of procurement principles, practices, and methodologies, with a track record of
implementing successful procurement strategies.
. Excellent negotiation and communication skills, with the ability to build and maintain relationships with suppliers and internal stakeholders.
. Analytical mindset with proficiency in data analysis and interpretation to drive informed decisionmaking.
