Carbon Capture and Storage (CCS) is a key decarbonisation pathway for Singapore to achieve our international climate targets, particularly for hard-to-abate, emissions-intensive sectors such as energy & chemicals, power, and waste. The CCS Programme Office (CCS PO) is responsible for developing and implementing the first cross-border CCS project in Singapore, and planning for future phases. This will be a complex, multi-domain and multi-year endeavour that supports Singapore's economic competitiveness in a low-carbon future. As a member of the CCS PO, you will be part of the dynamic and multi-disciplinary team tasked to plan and develop CCS infrastructure, to support Singapore's overall decarbonization efforts in achieving our net-zero goals. Together with the team, you will:
- Plan and develop domestic CCS infrastructure to aggregate CO2 for export. This includes the phasing of CCS infrastructure such as carbon capture and aggregation facilities and pipelines
- Evaluate technical proposals and plans for CCS infrastructure, considering relevant industry standards, regulations and engineering best practices
- Work with a private sector lead developer to establish pre-qualification criteria, technical specifications for each segment of the value chain (e.g. capture, aggregation, transport, and storage) to ensure that designs are fit for purpose, safe, reliable and have reasonable costs
- Establish business/operating rules, procedures, processes and parameters for open access as well as reliable, safe and efficient CCS operations end-to-end.
- Possess good project management skills for industrial or infrastructure projects
- Possess excellent communication and interpersonal skills to effectively engage and influence both industry stakeholders and senior management
- Strong analytical and critical thinking skills to be able to distil complex information, assess trade-offs, and propose practical solutions
- Proactive towards learning and problem solving
- Driven and resourceful, whether working independently or as part of a team
- A good understanding of process industries and experience in CCS solutions (e.g. capture technologies, CO2 transport) will be considered favourably
- Experience in the development and operationalisation of technical, financial and/or commercial frameworks in the petrochemical industry is preferred but not essential.
