Engineering Maintenance Manager (EMM) - ETB
Job Purpose

The Engineering Train Branch (ETB) job scope comprises of Preventive (PM), Corrective (CM) Maintenance and Operations of STELs Specialized Tracks Maintenance Vehicles (STMV), Locomotives and Wagons.

The PM, CM and operations will be carried out by the in-house teams with certain activities outsourced to external Vendors. AE shall supervise the in-house teams and Vendors when performing their assigned tasks.

AE shall be responsible and accountable for the administration and performance of the team and the Vendors. All works shall be carried out in accordance with the relevant Quality Procedures, Maintenance Manuals, Work Instructions, and Work Safety Procedures, LTA requirements, Railway Operation procedures and Contracts Specification (for outsourced work). All of ETBs equipment and the associated peripherals shall be effectively and efficiently maintained at all times to the required operational, reliable and safety standards in order to achieve the key objectives of the Branch.

Responsibilities

  • Maintain & Operate the STMVs, Locomotives & Wagons and the associated peripherals in order to fulfil the LTA License of Operating Agreement (LOA), Code of Practice CP 2 and the Maintenance Manuals. Ensure the safety and integrity of the network tracks, third rail, tunnels and the associated peripherals by planning, monitoring, reviewing and ensuring all PM and CM works, inspections, ad hoc projects are carried out on time in accordance with the approved Maintenance Plan.

  • Responsible for the ETB maintenance/operations teams and the Contractors for outsource works under his/her charge.

  • Manage the day-to-day maintenance, operation and administration activities of ETB.

  • Involve in modification / improvement and renewal works of the equipment, mainline and depot tracks, third rails, tunnels and the associated peripherals in compliance with relevant work instructions / procedures, maintenance manuals and LTA Code of Practice CP2.

  • Prepare risk assessment and recommend mitigations to ensure safety is not compromised for tasks performed by his/her team.

  • Approve work instructions/procedures, investigate/evaluate failures/defects and recommend solutions.

  • Ensure that the system is safe for train operations by implementing an effective & efficient maintenance strategy integrating with Health, Safety and Environment Management System (HSEMS).

  • Provide technical advice and engineering studies for work improvement through innovation and leveraging on new technology and mechanization.

  • Align staff with Companys Vision, Mission & Core Values and the Strategic Trusts through regular communications & sharing sessions on progress & development of rolled out plans.

  • Meet the set KPIs and maintain high level of productivity and quality by monitoring, reviewing and conducting the followings:
    a. Supervise the organization of manpower deployment to match workloads.
    b. Processes review to organize other resources deployment integrating with the Quality Assurance and Control (QA / QC) Programme.
    c. Support KAIZEN & Continuous Improvement activities.
    d. Assessment on in-house works as against the option of contract works.
    e. Conduct regular staff meeting / dialogue session.
    f. Conduct regular safety inspection / audit at worksites to ensure safety procedures are complied with and to understand and feel the ground sentiment.
    g. Formulate improvement plans for maintenance processes.
    h. Implement enhanced maintenance regimes to improve the reliability and efficiency of engineering trains
    i. Evaluate the feasibility of engineering studies to improve the reliability and efficiency of engineering trains

  • Attend regular Tool Box meeting with AEs in-charge.

  • Travel overseas if required to attend Factory Acceptance Testing (FAT) or Training.

    Work Experience

    Minimum 5 years of supervisory/managerial experience preferably in rail transit operations & maintenance.

    In addition, those with experience in maintenance of mechanical equipment, welding, non-destructive testing, Quality Assurance/Control and the following skills, attitude and knowledge will have added advantage:

    Ability to manage and lead a team of AE / TO and Contractors Supervisors working toward the departments objectives.
    Strong planning and organization skills in handling a group of direct and indirect workforce.
    Able to work independently and with all levels of staff.
    Possess strong leadership and interpersonal skills with good spoken and written communication skills.
    Resourceful, self-motivated and result-oriented.
    Good knowledge in project management and contract administration.
