RESPONSIBILITIES
LIST OF DUTIES FOR EACH RESPONSIBILITIES :
Ensure compliance with all local and Evonik environmental and safety laws and regulations inclusive of new projects onsite. Manage EMSEA occupational health related program by
As a single contact point to liaise and negotiate with authorities and to ensure EMSEA fulfils the ESH laws and regulations (Environmental Protection and Management Act (EPMA), Radiation Protection Act, Sewerage and Drainage Act, Workplace Safety and Health Act (Safety Health Management System, Workplace Noise, Industrial Hygiene and Medical Examination) and etcs.)
Communicating on a regular basis with all regulatory agencies ensuring that EMSEA is in full compliance with applicable ESH regulations and anticipating changes that might affect our business environment.
Lead the gap analysis of the ESH regulatory requirements, evaluate the impact, and propose the action plan to the Site Management Team (SMT) / Ops +. Ensure the implementation of the action plan and to close the gaps.
Maintaining the standards of processes to meet ESH compliance norms
Regularly monitoring internal processes related to ESH compliance
Conduct evaluation of compliance of the ESH laws and regulations.
Developing and maintaining procedures to comply with ESH laws and regulations
To manage the Environmental program (such as Source Emission Test, Storm water analysis, Boundary Noise Monitoring and etcs) and Occupational Health (OH) program (Workplace Noise Monitoring, Personal Noise Monitoring, Industrial Hygiene Monitoring, and etcs) for EMSEA to ensure compliance.
To communicate the results to affected plants/ personnel and to propose the path forward and action plan.
To ensure the implementation of the action plan with regards to the test results.
As a EMSEA single contact point with the authorities for the submission and the clarification of the test report to ensure compliance.
Maintaining detailed technical knowledge of all processes operated at the plant site, in particular relating to the environmental impact
Being responsible for environmental compliance of all process or project decisions with environmental impact.
As a EMSEA single contact point with the authorities for any environment incident happened onsite. To liaise with plant for the action plan and to submit the action plan to authority. Liaising with authority for any clarifications related to the incident until the closure of the incident.
Managing the Medical Services including Team and ensuring the availability and adequacy of the medical equipment, medication (including cyanokit) in Medical Centre and the competency of the Medical Team for emergency response.
Liaising with West Point Hospital (WPH) and Designated Workplace Doctor (DWD) for any clarifications related to OH.
To communicate the changes / updates with regards to OH to the relevant personnel / department and to ensure compliance.
Manage the Annual Health Screening (AHS) program for EMSEA employees. Work with Medical Team and DWD to generate the AHS Statistics and create health awareness among employees based on the AHS results (such as Health Awareness poster).
Liaising with WPH and Medical Team to ensure the medical ambulance fulfilled the Land Transport Authority (LTA), Ministry of Health (MOH) and EMSEAs requirements.
To ensure the completely readiness of the Medical Centre, Medical Team and Ambulance for the Emergency Response.
Responsible and accountable for developing and maintaining the 3 chapters (Descriptive, Safety Health Management System & Human Factors) in EMSEA Safety Case so as to ensure it meets the local regulatory requirements.
Conduct internal audits and coordinate external audit on a regular basis and monitor internal processes related to ESH compliance by
Identifying needs for internal and external audits and scheduling them
Coordinating resources and communicating audit plan and action plan
Liaising with external auditor with the final audit report
As a single contact point with the authorities for the submission and the clarification of the audit report to ensure compliance
Ensure the closure of the audit (including the data input in ESTER platform)
Liaising with external party (authorities) regarding with operating permits and licenses for the EMSEA plants inclusive of new projects to ensure the ESH compliance.
As a single contact point to negotiate with authorities to ensure EMSEA fulfils the operating permit and licensing requirements (EPMA, Radiation Protection Act, Sewerage and Drainage Act, and etcs).
Lead the gap analysis for the changes of permit / licensing requirements, evaluate the impact, propose the action plan and ensuring that all relevant changes are communicated to the Licence holder, affected personnel and department, ensuring they are in line with the permit / licensing requirements.
To ensure the implementation of the action plan with regards to the changes of the permit/licensing requirements and ensure compliance.
Responsible as a primary licence holder for productions Hazardous Substances (HS) Licence and HS Transport Approval (TA), as alternative contact person for NACWC and as a coordinator for the renewal and application of Explosive Precursor (EP) Licence and other NEA licences.
Coordinate the authority inspection (NEA, SPF, NACWC and etcs), liaising with the authorities and EMSEA plant for the action plan, ensure the closure of the inspection.
As a EMSEA ESH compliance advisory single contact point for new projects
To drive and fostering the local ESH regulatory and permitting requirements and integrate the EMSEA ESH requirements to the new projects.
Advise and coordinate the ESH Singapore Standard (SS) implementation in the plants by
Lead the changes/gap analysis of the requirements, evaluate the impact and propose the action plan to the Site Management Team (SMT) / Ops + to close the gaps
Communicate to the plant about the changes and its impact
Oversight and ensure implementation of the action items identified in the gaps
Maintain the updated versions of the procedures/ documents in the EMSEA documentation systems to ensure the compliance
Act and make decision on behalf for company for licences for those defined by the regulatory requirements.
REQUIREMENTS
Education, Certification or relevant experience required:
Bachelor in Chemical Engineering or higher degree with contacts with one or more ESH related regulatory authority in Singapore.
Additional skills and abilities required for this position:
Experience in the chemical industry with a minimum of 5+ years experience in the Environmental, safety and quality field
thorough working knowledge of environmental compliance including embodying legislation and implementing regulations
ability to actively interface with agency personnel at all levels and translate the needs effectively.
ability to coordinate and facilitate permitting discussions and compliance negotiations with regulatory agencies
ability to coordinate and lead incident response activities
experience in Singapore Standards and their implementation
Knowledge of more than one of the regional (local) languages is desirable
List machines, tools, equipment, and others used in the performance of the duties.
PC with standard office software and customized ESH databases
Unique working conditions: Outline specific physical, environmental, or unique conditions associated with the position.
