Role Summary
The Manager of Project Procurement will lead procurement, supplier relationships, and supply chain management activities for RGE's projects, especially renewable energy projects. The candidate will manage the procurement lifecycle for all project equipment purchases, including related services. This encompasses sourcing, evaluation and negotiation to contractual completions, for solar panels, energy storage systems, electrical & transmission equipment, subsea cables, and related EPC contractors. A key focus is ensuring all equipment suppliers and contractors meet stringent costs, quality and timeline requirements, and adhering to applicable local content requirements and project-specific standards.
The role will be based in Singapore and reports directly to RGE Group Head of Procurement.
Key Responsibilities
- Develop & execute procurement strategy for required equipment supplies, aligning with the projects budget, technical specifications, timelines, as well as minimizing sourcing & delivery risks.
- Liaise with Project teams to determine project requirements clearly, including Notice to Proceed (NTP) date, project specifications, services required etc.
- Implement structured supplier bidding, evaluation, and selection processes to secure components that meet quality and regulatory standards, with a focus on China supply chain in the case of solar renewable energy.
- Proactively source for & conduct thorough checks on new suppliers before considering their participation in tenders, and obtain market references for the relevant project specifications.
- Build & maintain strong relationships with a network of equipment suppliers and EPC contractors, focusing on tier-1 vendors globally, especially from China for solar energy.
- Establish bid standards and prepare procurement documents to solicit bids and contracts for the purchase and /or lease of materials and services.
- Work with project teams for technical evaluations & cost comparison among bidders, as part of technical and commercial bid evaluations before award. This is to achieve the company's objective of optimal TQC (Time, Quality and Cost)
- Lead negotiations with suppliers and EPC contractors to obtain favourable pricing, as well as secure optimal terms & conditions to meet required specifications & minimize execution risks.
- Work with legal and project teams to draft, review, and execute contracts, focusing on safeguarding project interests and risks mitigation.
- Document all prices with other internal benchmarking results in Commercial Evaluation Summary for management approval before award.
- Proactively manage risks & develop contingency plans related to supplier & EPC contractor quality & delivery delay issues, cost overruns and supply chain disruptions.
- Provide necessary support to project teams during project execution.
Requirements
- Bachelor Degree in Engineering, Supply Chain Management or related fields advanced degrees or certifications (CPSM, PMP) preferred.
- Minimum 12 years in Project Procurement or Supplier Management roles, with proven experience in renewable energy or large-scale infrastructure projects, such as Oil & Gas, Power, Energy Transmission & Distribution projects.
- Demonstrated successful track records handling end-to-end procurement for large scale projects from supplier sourcing to tender award and construction commencement.
- Familiarity with solar PV, BESS, balance of plant, transmission, electrical & subsea cable equipment an advantage. Experience in supporting projects in countries such as Indonesia / China / Brazil / India an added advantage.
- Familiarity with contract management best practices, and standard terms and conditions for project purchases.
- Possess excellent negotiation skills with an astute capacity to manage confidential information
- International sourcing / procurement experience, understanding of custom requirements and associated logistics is required.
- Strong business acumen and pro-business mind-set, with excellent planning and prioritization skills

- Result oriented, hands-on, resilient to command respect and be involved in entire procurement process

- Bilingual in Chinese and English
