This position is responsible for the facilities management in specific to budget forecasting and management of A.STAR rental, utilities and facilities management (RUFM) budget and OSFA operating budget to ensure adequate and efficient allocation of resources to respective A.STAR entities.
Key Accountabilities:
1.Assist the forecasting and management of A.STAR RUFM budget, including the following:
a)Forecast annual and 5-year RUFM budget based on leases, contracted rates, forecasted utilities consumption and ad hoc budget needs (e.g. new programmes, space movements etc).
b)manage A.STAR space inventory and allocation of spaces to various A.STAR units and partners, apportionment of costs to various units monthly
c)review of monthly, half yearly and full year budget utilization, including preparation of accruals at half year and full year
d)analysis of budget/expenses variances
e)contribute to long-term masterplanning of A.STAR space and infrastructure, including the establishment of a centralized space management system
2.Support the data management of utilities consumption and costs for A.STAR sustainability reporting
3.Coordinate the preparation and consolidation of OSFA annual operating budget with internal stakeholders, including tracking of budget utilization and contribute to OSFA organizational planning
