Job Description

Whats the role

As Project Cost Estimator, you will be responsible for:

Developing credible front-end cost estimates and reviewing engineering contractors cost estimates submission for different types of cost estimates in the respective various project phases. In addition, support Project Services Lead to improve the competitiveness of projects through benchmarking and evaluating opportunities for Gap to Potential.
Preparing cost estimates for Decision Gate (DG) 2 (End Identify & Assess Phase) /3 (end Select Phase)/4 (end Define Phase), Project Steering Committee (PSC) /Project Approval Committee (PAC) and cost estimates at completion for approval and benchmarking by Project Services Lead.
Preparing the various cost estimate types based on given scopes depending on the project phases, and available contractual unit rates. (includes setting up of cost estimating tools such as Aspentech Cost Estimation tools).
Reviewing and verifying the cost estimate provided by engineering contractors inclusive of the completeness of scopes and the basis of cost estimates.
Reviewing the project scopes, bill of quantities, input deliverables checklist with Project Development Leads (PDLs) and Project Execution Leads (PELs).
Document Basis of Estimate outlining the assumptions, exclusions etc. used in preparing the cost estimates.
Providing cost estimate breakdown inputs in given standardized templates to Project Services Lead to compile the projects benchmarking CEI value utilizing Cost Estimating tools i.e. CEC benchmarking tool.
Providing support for delivery of cost estimates (funnel prioritization) with Project Services Lead for the fiscal year capital projects portfolio delivery.
Supporting Project Services Lead to refine cost estimate templates for Shell Jurong Island (SJI) through consolidating and updating of the database compilation.
Assisting with the continuous improvement and implementation of standardized work processes for effective cost estimate preparation and assurance.

What we need from you

We hope to see as much of the following in your CV:


Bachelors degree of any conventional Engineering Discipline, Project & Construction Management or Quantity Surveying.
Computer skills - PowerPoint, Word, Outlook, GSAP, Excel, Project Controls Tools
5 Years + Experience in cost estimation preparation in projects and/or turnarounds
Knowledge and experience with budgeting, contract and procurement management, field construction activities planning in the Oil & Petrochemical manufacturing industries
Works effectively in a Team environment and build consensus
Preferably to be knowledgeable and experience in utilizing various cost estimating tools in the market.
