Alstom as main contractor of the Thomson-East Coast Line Signalling and PSD , was awarded for the design, supply, installation and commissioning of the Signaling System (Communications-Based Train Control) and PSD system. This is a very challenging project which requires Alstom to execute complex and new work and strong coordination with various stakeholders (E&M, Civil, Trackwork, System Integrator, Public Transport Authorities and Operator).
OVERALL PURPOSE OF THE ROLE:
The Project Manager will have to manage 2 roles :
Project Manager responsible to support Project Director to manage and to lead all topics related to the TEL project in Singapore . The Project Manager is accountable for the Cost, Quality, Delay and Performance of the project.
Project Technical Manager responsible to manage technical topics with customers
The Project Manager reports to the Project Director
RESPONSIBILITIES:
To be the prime contact for the TEL project
To interface with the client and other stakeholders.
To deliver project according to QCD, Contract and Safety commitments as specified at contract signature.
To be able to build a workload according to project planning, animate and lead operationally the Project Core Team, defining the project priorities
To follow-up on actions with the different stakeholder (off-shore team, on-shore team, client, operator, suppliers).
Interface with the different Alstom sites (lateral support in Singapore and vertical access to other overseas sites) and ensuring timely dissemination of critical, technical, safety and best practices.
To respect of Project Management Processes, Methods & Tools.
Responsible to deliver KPIs (Repair exchange within 1 working day, Part support, Quality Assurance, Technical/Specialist support) of the project
To be in charge to the budget allocated to the TEL project.
To ensure Environment Health & Safety (EHS) rules are applied all EHS is systematically reviewed before site work: Hazard identification, risk control, etc.
To ensure that the project workload needs are well forecasted and anticipated by Project Core Team
Participate & prepare Monthly Project Review (MPR) to Management ( Internal and customer).
Manage the relationship with Customer and Operator at operation level and coordinate the local activity.
Collaborate with Operator to resolve faults during warranty phase
Qualifications & Skills:
EDUCATION
Degree in Engineering
TECHNICAL COMPETENCIES & EXPERIENCE
Project Management execution experience
Strong knowledge of business processes
Strong knowledge of signalling system design
Strong experience in planning and design deployment.
PMI Certified is an added value
