The RTO Shall:
1) Have a Diploma in Civil/ Structural discipline or National Certificate in Construction Supervision (NCCS) or equivalent and shall be accredited by JAC of IES/ACES as QSS and
2) Have Minimum three (3) Years of relevant experience in projects similar in nature to be Works in the Civil Contracts.
DUTIES AND RESPONSIBILITIES OF SITE SUPERVISORY STAFF
As a guide, the duties and responsibilities of the site supervisory staff is outlined below. The list does not purport to completely embrace the duties expected and the site supervisory staff ought to exercise his discretion to go beyond what is stipulated herein when carrying out his duties.
1) GENERAL
a)To carry out site supervision and inspection of the works including any off-site manufacturing as instructed by the consultant team to ensure that works are constructed to required quality and accuracy.
b)To study the contract documents and drawings and verify if there are any discrepancies among the drawings. All discrepancies shall be brought to the attention of the Consultants concerned.
c)To provide standing supervision as and when directed by the consultant team.
d)To ensure that all installation methods and material used are in accordance with the contract drawings and specifications.
e)To liaise with the contractors and the Architect / M&E / C&S Engineer in the checking and approval of shop drawings, catalogues, and samples.
f)To liaise with the contractors in the coordination of site works & resolve site installation problems.
g)All problems on site shall be referred immediately to the C&S Engineer /Architect / M&E . The Resident Engineer sahll issue sketches or directions as and when necessary. All site memos shall be copied to the Consultants.
h)To monitor and ensure that the site programme is in accordance with the approved construction programme. Any deviations from the construction schedule shall be reported immediately to the C&S Engineer /Architect / M&E. In the event of delays, the Resident Engineer shall assist the contractors to mitigate delays but without comprising on the quality.
i)To ensure that the contractors maintain work safety, cleanliness, and tidiness of the site.
j)To ensure that the main contractor and sub-contractors comply with the Ministry of Manpower's guidelines and recommendations for construction safety and the owner's in-house safety management system.
2)GENERAL
a)To check on site that all materials used are of the approved type and of the specified quality.
b)To check and assess temporary works by the contractor for safety and compliance with regulations.
c)To check service routes and contractor's setting out and report any deviations to the consultant team.
d)To check on site that all installation works are of the approved methods.
e)To check on site that all material and equipment used have been approved by the Architect / M&E / C&S Engineer.
f)To ensure that contractors shall not proceed to the next stage of construction/installation if work is not in accordance with specification, approved method, or design.
g)To witness tests carried out by contractors and record the results, and assisting in testing and commissioning of all M&E systems.
h)You shall ensure that all reinforcement, formwork, penetrations, etc. are finally checked by you prior to concreting. All concrete pours during office hours and all critical pours even after office hours shall be supervised by you personally (i.e. standing supervision).
i)To record all variations as instructed or approved by the consultant team.
j)To inspect and take over completed works.
k)To manage and control a team of site staff or Resident Technical Officer(s).
l)Assist in coordinating Contrator's works, attending meetings, and ensuring compliance with regulations.
3)COST AND RECORDS
a)To record collate and file all incoming and outgoing design, shop, construction, and coordination drawings. All old construction drawings shall be stamped superseded and no checking shall be carried out on the superseded drawings.
b)To record, collate and file all incoming and outgoing mail pertaining to your scope of work.
c)To check and record the contractor's site progress. The site supervisory staff shall be required to submit daily progress report to the Consultants at specified intervals.
d)To maintain proper and updated daily record of all works done on site, including records of tests, inspections, status of work, safety, site diary, material and equipment on site, labour, dayworks, provisional quantities, etc. and all other records as directed by Building Control Authorities.
e)To check that contractor executes preliminaries items.
f)To generate defects list, supervise and monitor progress of rectification works and ensure that all defects are rectified as per Consultant's advice.
g)To advise the Consultants on the percentage of works completed for the purpose of verifying progress payment valuation.
h)To check contractor's claims and variation orders. Actual site checks and measurements shall be carried out.
i)To ensure that the contractors record accurately on drawings, the installation works on site. This is to ensure that the as-built drawings reflect accurately the work that has been done on site. Also to check against the consultants drawings and identify and highlight the changes of variation orders so that consultants can direct the contractor to finalise the as-built drawings.
