The Position
The Career Conversion Programme (CCP) (Train-and-Place) for Advanced Biopharmaceuticals Manufacturing Executives/Professionals is a talent development programme aimed at building the next generation of skilled manpower for Singapores Biopharmaceuticals manufacturing industry in anticipation of hiring demand. This programme is jointly supported by the Workforce Singapore (WSG) and Workforce Advancement Federation (WAF).
The training programme consists of 15 months of local attachment with Roche.
Purpose
Ensure the sites continuous Right to Operate and Employee Engagement (or Respect for People) by delivering proactive Safety, Health and Environment (SHE) program and procedures that comply with applicable laws, regulatory agency standards, and Corporate SHE directives, and that result in excellent SHE performance.
Key Responsibilities
The incumbent will be expected to support implementation of RSTOs environmental site and corporate SHE programs. Specific programs or areas of work to support include, but are not limited to:
Coordinate site-wide hazardous and non-hazardous waste collections, characterization and storage programs and interfacing with waste disposal contractors representatives;
Prepare and submit documentation for compliance e.g. mandatory waste reporting, waste manifest, e-consignment etc.;
Understand applicable environmental permit and regulatory requirements, and assess compliance risks;
Collaborate with internal stakeholders to implement procedures and practices to minimize environmental risks and ensure ongoing environmental regulatory compliance;
Reporting, investigation, and follow-up for environmental releases and incidents.
Support other on-going sustainability initiatives as required
Support SHE programs and ensure that the site is in compliance with Local Guidelines and corporate overall risk based SHE management system.
Participate in the Workplace Safety & Health Committee and support site for MOM Annual Safety Performance Award and OH Best Practices
Participate in field walk-down for PSSR and HAZOP reviews, follow-ups and completes required action items.
Coordinates internal and external SHE audits and inspections, consults with external agencies and officials to ensure site compliance to requirements.
Prepare the site for all audits (self-internal audit, SS651, etc) and ensure that site safety management system is updated and site is ready for all future audits.
Maintain and update the site JSA/Risk Assessment registry, work closely with Training team to address all SHE Training Matrix and ensure the right training qualifications are being assigned to individuals.
Promote SHE matters to all personnel and contractors on-site through both visual aids and promotional materials
Comply with all RSTOs Safety, Health & Environmental (SHE) requirements, never put oneself and others at safety & health risks, and report any workplace accidents, near misses and hazards as soon as practicable.
Observe all RSTOs site security measures at all times, and report any suspicious characters/objects & damaged security mechanisms to Site Security immediately.
Embody PT Lean Production System (LPS), while demonstrating a continuous improvement mindset and behaviors through the use and application of LPS tools for continuous improvement initiatives.
Carry out any other work and tasks as assigned.
Qualifications
Non-Degree / Degree in Life Sciences or Engineering discipline or equivalent.
At least 2 years of working experiences for degree holders or equivalent holders with combination of education and relative work experiences.
Related work experience in a biotech or pharmaceutical operating environment is a plus.
Interest in sustainability issues and safety.
Skills
Good computer skills, attention to detail, and analytical ability.
Effective communication (verbal and written) and interpersonal skills.
Applicable knowledge of safety and facility operations and systems, and emergency response skills in the areas of chemical, medical, and fire are required.
Able to respond to calls and emergencies after-hours.
Management able to manage multiple programs and timelines, including service contractors.
Relationship builder - Able to develop strong working relationships with internal customers and associate service providers.
