Overview:
Element has an opportunity for WSH&E Officer for Singapore.
In this role, you will lay a critical role in maintaining regulatory compliance, mitigating risks, and promoting a culture of excellence and safety within the organisation. This position requires a strong understanding of EHS management systems, and regulatory requirements to maintain high standards and minimise risks. You will be secretary for WSH&E committee meetings.
Location: Boon Lay, Tuas and Ang Mo Kio
Responsibilities:
Assist the General Manager in ensuring compliance on all safety, health, environmental, and welfare matters, to ensure the Project complies with its statutory obligations, safety requirements, and aerodrome safety standards
Perform the duties as stipulated in the Workplace Safety and Health (WSH Officer) Regulations, and comply with the WSH Act, regulations, and Code of Practices
Responsible for developing, implementing, monitoring & reviewing Elements EHS Management System to ensure EHS system performance, and legal and regulatory compliance
Responsible for ensuring EHS policies, objectives, and targets are set to enforce Element policy, disseminated to promote staff awareness, and results are monitored periodically.
Identify training needs, develop, and deliver EHS training to strengthen employees awareness of EHS on a regular basis
Ability to work with all levels of people and with distinct stakeholders and multiple business units.
Provide EHS support to 3 locations
Coordinate external audits and maintain EHS documents for ISO9001, ISO14001, and ISO45001 Certification
Conduct internal audits, gap analysis, and root cause identification and recommend corrective actions to ensure continuity & effectiveness of Element EHS Management System in accordance with ISO9001, ISO14001, and ISO45001, OSHA, and Element safety standards
Assume the role of Document Controller for EHS documentation to ensure the EHS Management System is always updated
Ensure all EHS incidents and/or accidents are thoroughly investigated and effectively closed
Collate and analyse incident/accident statistics, prepare reports, make recommendations, and implement control measures and/or procedural changes to eliminate/reduce the risk of future occurrences
Conduct internal audits, gap analysis, and root cause identification and recommend corrective actions to ensure continuity & effectiveness of Element EHS Management System in accordance with ISO9001, ISO14001, and ISO45001,OSHA, and Element safety standards
Conduct EHS induction for new employees, contractors, contract workers, temp employees, and/or visitors as and when necessary
Responsible for the effectiveness of EHS programs for Elements staff, contract workers, vendors, contractors & visitors where applicable
Manage and/or provide guidance to contractors/sub-contractors in engaging their services and ensure safety rules are enforced during their course of work within Element's premises/sites
Liaise, coordinate & handles all EHS-related matters with the relevant authorities or customers such as MOM, NEA, SCDF, Singapore Power etc
Keep abreast with local EHS-related legislations and WSH developments. Share and disseminate relevant information effectively to enable continual improvement
Maintain regular consistent and professional attendance, punctuality
Perform other duties as assigned
Skills / Qualifications:
Degree in Environmental Management, Occupational Health, and Safety or equivalent Specialist Diploma in WSH or equivalent
Must be a registered WSHO with the Ministry of Manpower MOM
Minimum 1 year working experience relevant to the work to be carried out by a WSHO, with good knowledge of Health, Safety, and Environmental Law & Regulations of Singapore
ISO14001/ISO 45001 internal auditor
Proficient in MS Office (Word, Excel & PowerPoint)
Strong and determined quality focus with indefatigable determination to get the job done under the most challenging conditions
Self-driven and able to work within tight deadlines and shift work, if required
Self-motivated team player with excellent organisational and communication skills
