Job Description:
- Estate Management Service Delivery: Lead the Estate Management department to ensure high-quality service delivery, including workforce planning to optimise operations and align all activities with the University's strategic objectives.
- Campus Infrastructure Development: Oversee the development and maintenance of efficient, high-quality campus infrastructure and resources to support University growth and enhance campus satisfaction.
- Strategic and Operational Management: Direct the development, implementation, and management of Estate Management's strategic and operational plans, including budgeting for operations, maintenance, minor works, overheads, campus security, cleaning, canteen, bookshop, and other essential services.
- Financial Planning and Budget Management: Plan, prioritise, manage, and monitor the department's budget, assessing performance to ensure optimal financial outcomes. Provide strategic advice and analysis to the Chief Operating Officer on the management and strategic direction of the University's built environment.
- Project Oversight: Lead in-house and external teams in completing infrastructure and renovation projects within set deadlines, ensuring alignment with University objectives and industry standards.
- Work Health & Safety (WHS): Implement comprehensive WHS strategies, identifying hazards, assessing risks, and applying best-practice tools and techniques to prevent incidents and ensure the safety of staff and students.
- Sustainability Initiatives: Develop and lead water conservation and energy management programs, overseeing energy, water, and waste management activities to drive sustainability and achieve optimal financial and environmental outcomes across the campus.
- Environmental Responsibility: Implement strategies to minimise the University's environmental impact, reduce waste, and promote sustainable practices. Collaborate with the University community to foster a socially, economically, and environmentally responsible campus.
- Leadership and Culture Development: Provide effective leadership and strategic direction within the Estate Management department, conducting performance reviews to nurture a culture of high performance, customer service, teamwork, and collaboration across the University.
- Stakeholder Engagement and Communication: Build collaborative and effective working relationships with internal and external stakeholders. Utilise strategic communication to facilitate efficient service delivery within Estate Management.
- Additional Duties: Undertake other duties and responsibilities as assigned by the Chief Operating Officer.
Key Selection Criteria:
- Qualifications and Resource Management Expertise: Hold a Bachelor's degree, with a preference for postgraduate qualifications in high-level business management, demonstrating proven expertise in managing substantial human, financial, and physical resources. Ideally, possess a minimum of five years experience in a management role within an educational environment.
- Strategic and Operational Expertise: Proven strategic, operational, and technical expertise in managing significant human and financial resources within a large estate maintenance and service delivery portfolio, including oversight of vendor and contractor relationships.
- Exceptional Leadership and Team Management: Demonstrated leadership and management skills, with experience leading diverse teams, including senior professionals and technical staff. Proficient in conducting performance reviews, mentoring, coaching, and motivating teams to achieve high-quality outcomes and deliver outstanding customer service.
- Advanced Written Communication Skills: Strong ability to produce clear, accurate reports, effectively communicate issues, and present complex analyses and recommendations with clarity and professionalism.
- Advanced Oral Communication and Interpersonal Skills: High-level oral communication and interpersonal skills, including negotiation, conflict resolution, and influence. Proactive in relationship management, providing expert customer service and advice to clients and stakeholders.
- Initiative and Analytical Skills: Demonstrated initiative, autonomy, reliability, and drive, with exceptional analytical and problem-solving abilities and a proactive approach to initiating and leading actions and programs to achieve organisational goals.
Monthly Remuneration: Up to SGD 8,800
