Senior/Manager, Procurement (Tender Lite) (6-months maternity coverage contract)

The Procurement function reports to the CEO.

You will be assigned to manage tenders throughout the procurement life-cycle across spend categories, ranging from technology services, marketing services, professional services, healthcare services, facilities services, etc. You will also support the internal stakeholders in managing contract to ensure no disruption to the essential services and critical supplies, and optimizing the procurement needs while leveraging on HPB's overall purchasing power.

The role requires the candidate to demonstrate the ability to a) re-market the procurement brand from a transactional focus to one that creates value and delivers results, b) perform market sourcing and pro-actively engage & influence the stakeholders to achieve better sourcing decisions and c) integrate data analytics with business needs to formulate effective sourcing strategies and maximize the return on investment. Other responsibilities include a) business partnering in providing succinct and consistent advices to end users to navigate the procurement life-cycle for different procurement approaches, b) leveraging on supplier relationship to gather market leading indicators, new innovations and other important industry insights, c) analyzing the critical contract failure points, identifying key risk indicators and strengthening the risk mitigation plan and d) screening procurement award recommendation prior to seeking approval.

Requirements

. Minimum 5 years of relevant working experience in a fast-paced purchasing role

. Project management, contract management, risk analysis and supplier selection & development skills

. Knowledge of the Government Procurement Instruction Manuals and GeBIZ

. Good oral and written communication skills

. Excellent interpersonal skills to manage different levels of internal stakeholders

. Organised and meticulous

. Independent, pro-active, impactful & resourceful individual with the ability to focus on priorities and deliver in a fast-paced environment

. Experience in Government's Workday Procurement module is preferred
