To lead and oversee Supervision Team to ensure all works are carried out in accordance with the Contract and authorities requirements.
Manage the Supervision Team to monitor, supervise and inspect works as directed by CAG, QP(S), QP(Geo) and/or the project consultants, including planning the roster shift duties based on the work schedules of the contractors and ensure the welfare of the personnel reporting to him are well taken care of. The shift roster shall comply with all relevant Acts and Regulations. In event of any Personnel not turning up for duty, he shall immediately arrange for a qualified and competent replacement.
Work with the QP(D) / QP(S) / QP(Geo) to resolve all design and technical issues arising from the construction of Temporary Works and Permanent Works.
Review contractors proposal, method statements, risk assessments and designs, including to assist QP(S) and QP(Geo) in reviewing the
construction proposals and implement supervision oversight of these construction works carried out by the contractors.
To provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site.
To have overview of the quality system implementation, materials approval and compliance testing procedures. To assist the Superintending Officer as an S.O. Rep Assistant in aspects such as quality assurance-quality control and workmanship of constructed works, compliance with authority requirements, material and other testing procedures during construction, project progress monitoring and reporting, compliance with WSH safety and security regulations and requirements.
To ensure the stipulated number of Personnel are on site throughout the duration of the Contract and ensure its adequacy by monitoring and proposing manpower deployment according to the inspection trend and contractor's rolling programme.
Manage interface points between packages of work, scope of work and that of other parties working on site.
Identify potential problems during construction and work to mitigate these.
Monitor project progress to ensure timely completion.
To attend risk workshops or meetings (such as Design for Safety review meetings) and other meetings relating to the Project as directed by the Superintending Officer, including attending any safety and environmental meetings, promotions, risk assessments and campaigns.
To attend site, progress, variation and coordination meetings with CAG and the contractors.
Prepare necessary site progress and status report for update to CAG.
To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
Monitor and report to the Superintending Officer and Contractors on quality, workmanship, WSH safety, security, housekeeping and public relationship issues of main contractors, sub-contractors and direct contractors/ suppliers at site.
Carry out any other duties related to the Project, including contract administrative tasks as directed by the CAG.
Qualification:
Minimum eight (8) years of relevant experience as a civil & structural engineer, of which at least 6 years on projects similar in size and complexity in particular deep excavation, foundation, cut and cover tunnel works and building works
Possess a Civil and Structural Engineering degree recognized by the Professional Engineers Board of Singapore
Accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore
The SRE shall be proficient in contract administration with Public Service Sector Conditions of Contract (PSSCOC)
Demonstrate capability to manage the Supervision team to monitor, supervise and inspect works as directed by CAG, QP(S), QP(Geo) and/or the project consultants and FUI owners, including planning the roster shift duties based on the work schedules of the contractors and ensure the welfare of the personnel reporting to him are well taken care of. The shift roster shall comply with all relevant Acts and Regulations
Past project experience in leading supervision teams in projects of similar nature. He/she must demonstrate proven commitment to safety and health on site, possess excellent leadership qualities, organisational and inter-personal skills
