To plan, manage, oversee and be responsible for all aspects of the health, safety and environmental matters for the Project.
To advise and report to the Superintending Officer and ensure the Project complies with its statutory obligations, Changi East safety requirements, airport authority's safety requirements and aerodrome safety standards.
To manage the team of ASMs to ensure all duties and responsibilities required of them are discharged professionally and competently. He shall carry out regular meetings with the team and address any issues relating to their personal and work matters.
To ensure the stipulated number of Personnel are on site throughout the duration of the Contract and ensure its adequacy by monitoring and proposing manpower deployment according to the inspection trend and contractor's rolling programme.
To implement a proper office administration work procedure to ensure compliance with the Specifications of the Contract. He shall prepare a monthly status update for review with the Superintending Officer covering but not limited to the following:
Key leading and lagging indicators
Good work practices
Inadequacy in work systems or unsatisfactory work practices, and recommendation measures
Assessment and appraisal of the team.
To prepare and implement the shift duty roster and ensuring compliance with regulations of Ministry of Manpower. In event of any Safety Professionals not turning up for duty, he shall immediately arrange for a qualified and competent replacement.
To attend all site, progress, variation, co-ordination, risk workshops or meetings (such as Design for Safety review meetings) and other meetings relating to the Project as directed by the Superintending Officer, including attending any safety and environmental meetings, promotions, risk assessments and campaigns.
Participate actively in site safety management and enforce main contractor's compliance with safety requirements including attending any safety and environmental meetings, promotions, risk assessments and campaigns. While performing the Services, the Project Safety Manager shall highlight and work with CAG and/or CAG's appointed agents to take immediate actions and follow up on unsafe practices and/ or design for safety (DfS) matters related to WSH (eg DfS audit) and aerodrome safety infringements on Site.
To review of main contractor's proposed method statement in the areas of risk assessment, work plan, standard operating procedures (SOP) and safe working procedure, incident investigation report and to verify that they are properly executed on site.
Provide regular reports with analysis and assessment conducted on the safety performance of the site. Thereafter, suggesting recommendations to achieve CAG objectives, targets, and any other requirements.
Monitor contractor's safety performance and proactively engage the contractor to improve site safety and contractor's safety management.
Ensure investigations into all accidents and near-miss incidents are carried out and to record the findings on the relevant forms.
Suggest Safety management System improvement related to Near Miss, Incidents, Significant Observations, Observation trending.
Champion the engagement with CAG, main contractor, consultants, subcontractors and/or any other stakeholders to address issues identified.
To liaise and co-ordinate with public authorities and agencies and other Consultants employed by CAG.
Qualification:
Minimum 10 years of Workplace Safety and Health (WSH) experience in the construction industry, preferably 5 years with developer/main contractor.
Minimum 5 years of WSH experience in deep excavation works.
Minimum 3 years of experience in managing a team of site safety personnel.
Possess Engineering, Workplace Safety & Health Disciplines, or related qualifications.
Registered with MOM as a Workplace Safety and Health Officer (WSHO) and has been practising as WSHO for at least 5 years.
Has obtained certificate in development of a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent.
Has obtained certificate in DfS appreciation course
